Community-led housing puts people at the heart of creating the homes and places they want to live in. It provides an opportunity for communities to respond directly to local housing needs and create places shaped around shared ambitions and priorities.

Bringing these projects forward can be challenging. Access to land and funding are significant barriers, alongside the time, expertise and capacity needed to navigate the planning and development process.

Good design cannot overcome all of these challenges, but it can help communities make the most of the opportunities available to them and translate their ambitions into successful, sustainable places.

Community-led housing often starts with a strong idea of what a group wants to achieve – who the homes are for, how people might live, the kind of community they want to create and the values that should underpin the project.

Good design is essential to translating these ambitions into reality. This means considering not just the homes themselves, but how a development responds to its context; its connections, landscape and identity; the relationship between homes, communal spaces and public spaces; sustainability; and how the development can contribute positively to the existing community.

The Design Commission for Wales provides the national Design Review Service for Wales, offering expert design advice to help improve the quality of development and create better places for people. Design Review brings together an independent, multidisciplinary panel of experienced professionals to provide constructive feedback on proposals. The service is funded by the Welsh Government and provided free of charge for projects across Wales.

We encourage community-led housing groups to bring projects to Design Review at an early stage. Early Design Review can help groups maximise the potential of their site, consider how their ambitions can be translated into a successful development, identify key opportunities and challenges, and strengthen proposals as they develop.

Projects can also return to Design Review as proposals progress, providing continuity and independent advice throughout the design process.
