A note from our Chief Executive

After more than twenty years of undertaking Design Review, we continue to refine our approach and learn from experience. While every project is different, there are several key principles that underpin our approach and help ensure the process is both fair and effective.

At the heart of Design Review are our panellists – practising professionals from a range of disciplines who are committed to improving the quality of places in Wales. Their role is not to promote personal opinions, professional reputations or demonstrate their own knowledge, but to provide informed, objective and constructive advice. Equally important is their ability to communicate clearly and sensitively, creating an environment where open dialogue can flourish. We greatly value the contribution that our panellists make in this regard.

Understanding context is fundamental to every review. This extends beyond the physical characteristics of a site to include the client’s ambitions, the project’s objectives, funding arrangements, political context and delivery constraints. Taking the time to understand these wider influences helps ensure that discussions are grounded in the realities of the project.

A central part of the process is giving the project team the opportunity to explain the thinking behind their proposals. Presentation material alone rarely tells the whole story, and discussion often reveals the rationale for decisions that may not be immediately apparent. By asking questions, exploring different perspectives and allowing sufficient time for conversation, we avoid forming opinions too quickly. Initial views often evolve through discussion, leading to more balanced and informed feedback. This is supported by thorough preparation, with panel members reviewing material in advance of the meeting.

Our reviews are not based on subjective questions of whether the panel simply likes a proposal. Instead, we consider whether the design responds appropriately to its context, whether it demonstrates a clear and coherent design narrative and whether it is likely to deliver successful places. This helps maintain an objective and evidence-based approach.

Ultimately, the effectiveness of Design Review depends on communication. Our role is not simply to provide expert opinion, but to facilitate and orchestrate a productive discussion in which all perspectives are heard and explored. Feedback needs to be expressed clearly, but equally importantly, received constructively by the client and design team so that meaningful dialogue can take place. Our aim is always to identify both the strengths of a proposal and the areas where further consideration or refinement would be beneficial, providing honest, robust and constructive advice that supports better decision-making and, ultimately, better places.
